I want to make a dress in sewing class, but I need help with the measurements for the fabric and notions!?

I would love to one that is blue and polkadots on, but I do not know what material and ideas I needed for that one to make. I do not understand the layout they have because of the terminology and how confusing it is. Could someone please choose the fabric I need and I need ideas for this dress only please?
